Opinion
Settlement edge cases are now the ecosystem’s clearest constraint: service supply is expanding in Agent Tools while the x402 list is shrinking and slowing slightly. PR #3769 should be judged by whether partial and refund settlements stop producing distinct failure reports, not merely by whether the code merges.
